Goals and Objectives
The aim of the journal is to enhance the effectiveness of the educational process by analyzing and disseminating information on progressive methods, achievements, trends, and issues in the field of higher education.
Objectives include highlighting advanced methods, achievements, and results of projects implemented at both local and international levels in higher education, as well as new technological solutions for student learning and professional development courses for teaching staff.
The journal publishes articles that explore current issues in the development of higher education, the application of information technologies in the educational process, professional development of personnel, theory and methodology of teaching, and the experience of implementing projects funded by ERASMUS+ and other foundations.
The concept of the journal предполагает publication of analytical reviews, reviews of new professional literature, and overviews of regulatory acts related to educational activities.

• Contemporary challenges for the higher education system;
• Innovative methods and tools in higher education (experience of foreign countries, universities of Uzbekistan, advanced teaching and learning methods, organization of the educational process and university management, use of ICT and AI for innovative development of higher education, educational platforms);
• Erasmus+ Programme (objectives of the programme, experience of successful Erasmus+ projects in Uzbekistan and abroad, reports of HEREs team members based on participation in international seminars, implementation of Bologna Process principles in Uzbekistan, etc.);
• Credit-modular system in higher education (concepts, requirements for transition to the credit-modular system, financial management under the CMS, study programs, mobility of teachers and students, analysis of foreign experience, advantages and disadvantages of CMS, etc.);

• Professional development and retraining of personnel in higher education (advanced training programs, experience, methods, and tools);
• Scientific and educational information for universities (access to information sources for higher education, scientometrics, statistics of resource usage and publication activity);
• Problems and prospects of investment in higher education (criteria for investment in higher education, experience of foreign countries and universities of Uzbekistan, financial management, investment efficiency, optimization of the use of material and human resources in universities, etc.).

Position of the Editor-in-Chief
The Editor-in-Chief may, at their discretion, determine that the use of AI in a given publication is excessive. AI tools may be improperly used to generate substantial commentary or extensive literature reviews. Such determination may result in rejection of the manuscript or a request for significant revision in order to remove or reduce AI-generated portions of the manuscript.
Use of AI as a Reviewer
The editorial board of the journal “Perspectives of Higher Education Development” requests expert opinions from reviewers and assumes that such opinions belong exclusively to the reviewers themselves.
Furthermore, third-party services, such as AI tools, may store or use any provided information as prompts for text generation, which may lead to a breach of the confidentiality of the peer review process.
Reviewers must treat the manuscript and data received from the journal, as well as the review report and related correspondence, as confidential information.
The transfer of any part of the manuscript or the review report to an AI text generation service (or any other third-party AI tool) constitutes a breach of confidentiality and, therefore, a violation of the requirements of this Policy.
