Review Process

  1. The editorial office sends all submitted manuscripts that correspond to the journal’s scope for review;
  2. The decision to assign a manuscript to a particular reviewer is made by the Editor-in-Chief;
  3. The main pool of reviewers consists of members of the international editorial board;
  4. Additional reviewers are determined by the editorial board and may be expanded if necessary;
  5. The journal uses a double-blind peer review process: manuscripts are sent to reviewers without authors’ names or identifying information; copies of reviews (upon author request) are provided without the reviewer’s name, affiliation, or signature;
  6. Reviewers include members of the editorial board and external (international) experts who are leading scholars and specialists in higher education, hold an academic degree relevant to the manuscript, and have publications on the topic within the past three years;
  7. Each manuscript is reviewed by two reviewers; if necessary, the Editor-in-Chief may request additional reviews;
  8. The review period is 1–3 weeks;
  9. Only original, previously unpublished works are accepted. In exceptional cases of high relevance, articles previously published abroad or in conference proceedings may be published in Uzbek with the consent of the author and rights holder;
  10. Ethical aspects of reviewing: reviewers must declare conflicts of interest before reviewing; must not base their judgment on personal attitudes; must not disclose or use manuscript information for personal purposes; all comments must be expressed respectfully;
  11. Based on the review, reviewers provide recommendations:
  • accept for publication;
  • accept after revision;
  • require additional review;
  • reject;
  1. Revision recommendations are sent to the author, who must revise or justify disagreement. Revisions should be completed within two weeks. Revised manuscripts are re-reviewed;
  2. If authors disagree with reviewers, they must notify the editorial office and may withdraw the manuscript. If no revision is received within one month, the manuscript is withdrawn;
  3. In case of unresolved disputes, the editorial board may request additional review. The final decision is made by the Editor-in-Chief;
  4. Rejection decisions are made based on reviewers’ recommendations and editorial board decisions. Rejected manuscripts are not reconsidered. Authors are notified by email.

Grounds for rejection:

  • mismatch with the journal’s scope or requirements;
  • negative reviews;
  • editorial board decision;
  • violation of copyright or intellectual property laws of the Republic of Uzbekistan;
  1. If accepted, the editorial office informs the author and specifies publication сроки (timeline);
  2. A positive review does not guarantee publication; the final decision rests with the editorial board.
